This power plant was originally designed for cogeneration (steam and electrical power). As soon as the cogeneration configuration was completed, it was converted to utilize the steam to turn a steam generator, so, it is strictly a power plant now. One of the most efficient plants in California, but, because of many different outside factors, it is run primarily as a peaker dispatched by CAISO. Construction began in 2000 and was completed in 2003 in two phases. There are two gas turbines and a steam generator in the configuration.
