Jacques "Clay Pigeon" Quartz was a gangster in the 1920's. He took up residence in this building to handle his pigeon betting operation. Unfortunately, he liked to shot pigeons and commonly depleted his flock by 50% or more at a time. Business wasn't really that good for him and, in fact, it was later revealed that the pigeons were betting against Jacques. The pigeons won most of the time.
