For Bakersfield old-timers, the Padre Hotel meant Milton "Spartacus" Miller who owned the hotel from 1945 to 1999. He passed away in 1999. Spartacus had an ongoing feud with the city over building codes. One issue was fire sprinklers which didn't exist above the second floor of the eight story hotel. So, Spartacus closed down floors three through eight and aimed his roof-mounted fake canon at City Hall. The owl reference is to the fake owl sitting on the roof, left of center, to help scare pigeons away.
